Water itself cannot be created from solar energy. You need a source of water, and that can be
a) rain
b) underground
c) ice and snow
d) the sea
In these circumstances I would use
a) a collection and filtration system. I would probably not bother with solar power
b) an electric pump powered by the battery
c) a heating element to melt the ice or snow
d) a distillation kit. (to remove salt from the water) You would need very strong sunshine and I suspect this method may take a long time to produce any significant amounts of fresh drinking water.
Irrigation requires a lot of water, and this may be better served by a system which collects rain (or river water) and diverts it to where it is required. I can't see why you would want to use solar energy for this?
You can use transparent polythene sheeting placed over a hole sealed at the edges, with a weight in the middle so that it forms a cone. You need to place a receptacle under the cone to collect the water that condenses and runs down on the underside of the sheeting. Moisture, however, needs to be present (moisture is nearly always present in the ground), this can be from any source. Needless to say, it requires a large area.
With enough power from a large enough photo voltaic cell, you could power a compressor and condense the moisture out of the air. Even desert air has some moisture.
