It sounds like the sensors aren't getting enough light (or maybe a shadow is being cast) that signals for it to illuminate it's light. Also, maybe the sensors have dirt or dust that makes for a dark sense from the light as well. Try cleanig off the top of the soensor panel, and move the light away from any shade that may be present. Also, try swapping the light with another that appears to work correctly and see if there is a difference.

with ALL outdoor lighting sometimes water gets in and shorts out the light causing this very same problem...or it could simply be a bad sensor
