Water doesn't go to my solar panels for my pool?

If I'm not mistaken, water pumps will continue to run if there is a gasket leak, or if there is a blockage in the line. Consider a fish tank pump: If the filter clogs, the motor itself runs, but water pressure goes way down. I would disconnect the outbound side of the pump and see if it is still pumping water. If it is, consider installing a pressure meter attached to a "T" on the outbound side to check whether or not the volume is up to standards. You could also try reversing the water direction (unless it has a valve check on the line) to try to flush out a blockage in the line by switching the inbound and outbound lines.
If you have just had this system installed, you might check to see that the pump is capable of pumping water up to your roof (head). Many solar pool heaters are designed to have the panels installed on or near the ground.
If this system worked in the past in it's current layout, your pump is likely worn out.
