In my experience, there are several factors that increase the water temperature you can achieve:
1. insulation that keeps heat in the cooker
2. extra layers of glass or plastic with air between the layers
3. as much heavy, dark metal inside as you can manage - especially cast iron
Try to make the sides reflect(aluminum) into a focal point. Make the cooker pan black. Have a clear cover for it that lets sun light in and keeps the heat in.
