I agree with you to a point. Up front costs are expensive. Even with the rebates. However because most people cant afford it, the power company should being using more natural resources. also, in my opinon the casinos should be doing everything they can to be powered by wind and solar. They can definately afford it. Also Steve Winn should stop building his water wasting properties and contribute to the environment. Why is it okay for him to waste water but the rest of us have to water during our prescribed times? Maybe HE should be put on an environmental leash.
It's expensive. That's pretty much the only reason. The business and political interests would lose money if they implemented this sort of legislation, and the rest of us wouldn't be able to afford the homes anyways.
Technologically, it's possible and it makes sense. The social inertia is hard to overcome.
it can be done, cali has many programs they usually target the developer and state the a certain % of new home need to have solar. You just need to write a bill for your state or pressure your govener, senator, and representatives to enact this.

Solar panels for heating (water) are relatively cheap and in my opinion every house should have them.
Photovoltaic panels are extremely expensive considering the energy produced from each panel for each square meter.
People often confuse them. If you are interested in producing electricity, you should wait for the next generation of organic photovoltaic panels (i hope very soon), they will be very cheap in large scale production. For now they are only a curiosity for scientists. And silicon photovoltaic panels are too expensive.
And where would all the people get the money to buy that solar efficient house? If you think it can be done at little or no cost, you are living in a fantasy world.
If you want some government to force everyone to do the right thing then you want to live in North Korea. Only problem with that is you cannot depend on the government to force people to do what YOU want them to do. It will only force the people to do what THEY want them to do. Our government is headed up by George Bush. So our government may not pass the laws you like. But they are the laws that most people like, otherwise we vote the bums out and the new bums repeal those laws. We live in a free country, or at least we used to!
