Anything is possible in this world. You can make the most complex of inventions. But see to it whether it would be useful or not. Of course, you can build a solar panel that is waterproof, but will it work under water. I mean, umpteen light should be present for a solar panel to work efficiently. Under water, light cannot pass through so nicely. It becomes dark if you go deeper and deeper. This very much reduces the efficiency of the solar panel. It is a fruitless research! If anyone who claims that he invented one waterproof solar panel, it would have been a waste of time and energy!
