Is it possible to make a small solar refrigerant air-conditioner to keep a small cabin (2sqm) cool?

No...the energy needed to cool your lil cabin would require a solar panel a half acre big! You might try some basics, paint the cabin and roof white, make sure the cabin is sealed good, run a dehumidifier. keep the air moving with a slo speed fan.ceiling fans work well.
It's an annoying habit of cooling heat pumps such as ACs and dehumidifiers, the hotter it is the less efficient they are, i.e., the less heat they can pump. This is because the ambient heat means they can't cool their compressed refrigerant as much so it will absorb less heat from the room. And solar panels are still awfully expensive, about $4 per watt (see ref.). Reflective outside surfaces and sealing per answer 2 seem to be the right idea, but I'd skip the dehumidifier; the desert's mostly dry anyway and dehumidifiers are a net addition to the heat. Also I'd add as much styrofoam boarding as you have room for.
Another thought, you might try digging down to see if you reach a lower temperature; it won't be a solution but it could help.
