Okeedokee, I believe solar panels only convert energy in the visible spectrum or above. Most of the energy radiated by the sun is in the infrared spectrum, so you can't see it, you can only FEEL it as heat. I think that solar panels operate on photoelectirc principles, which means that they only create electricity when photons hit them. Now, the word "photon" commonly refers to radiation in the visible spectrum, but "photons" exist for all spectra.

Based upon photelectric properties for materials, there is some cutoff point below which, the photons are not energetic enough to create elctricity in the material. So the answer to your question is probably no, but it depends on the design of the photocells and what materials they use. Essentially, heat has nothing to do with it, it only depends on how much light strikes the panel.
