Yes. There is a magnetic field surrounding the earth that usually stops these. This field is thin at the poles. At the poles the solar weather interacts with the atmosphere and creates the Aurora Borealis. If there is really intense solar weather (usually ever 5 to 10 years) there will be radio blackouts, borealis closer to the equator, and satellite damage.

of course, solar weather is radiation from the sun or solar wind...but the cosmic waves are blocked by the magnetic field of the earth, but powerful CMEs or coronal mass ejection - are not 100% blocked by the magnetic field therefore penetrating into the earth and causing radio blackouts and auroras
