How come the use of solar energy in sunny California is not that common as in many parts of the world?

Question:
Since California consumes almost all its electricity capacity, one would expect the state of California to encourage home owners to install solar heating, solar electricity generator and so on.

Answer:
Go rent a movie called Enron: The Smartest Guys In the Room
California and every other "sunny" state should be giving a tax break to people who install solar panels.
Unfortunately solar panels are still very expensive, expect this to change in the next 20years or so as the oil runs out
For several years, citizens of California were given tax breaks for solar power panels, but the Republicans cut that off.
It's expensive, and until recently, before Enron and all that electrical deregulation was passed, Electricity, wasn't as expensive as elsewhere in the world.
Those days are gone, probably forever. Strange it all happened on G.W. Bush's watch. I suppose his being connected to all those large oil companies, has nothing to do with it, Right!
There has been talk recently about reinstating that tax break, lets hope it comes true.
