How do i calculate solar angles?

Question: i have a big test at 8 am and my teacher is foreign and is still learning english yet wrote our textbook anyways. the part about solar angles is contradictory and i can't figure it out. sometimes he put a minus sign and other times in the EXACT same place he puts a plus sign.

can someone please explain to me how to calculate these?! thanks!
