How do you build a solar heater to heat water in a styrofoam cup at least 3 degrees?

Question:
The equipment has to be outside of cup and must not set any part of project on fire!

Answer:
try painting the cup black and setting it in the sun, perhaps setting it on a mirror
put the cup in the sun and wrap it with cellophane
mirrors all pointing to the open surface of the water on the top of the cup, like 10 mirrors on the sun pointing to the cup.
Leave the cup in your parked car.
Paint the cup a dark color, cover it with plastic wrap, and build a half-dome shield of aluminum foil over it to help reflect the light into the water. The water will heat up quickly, none of the heat will escape because of the plastic wrap, and you'll be able to make tea with it in short amount of time
