Voltage is the parameter of electricity which causes current to flow when a circuit is completed. Voltage is always presented in an energized line, whether or not the circuit is complete. When the circit is complete, we say that electricity is flowing.

Hence, it is said that a cell is an electrictiy generating device.
Any cell is an electricity generating device, with a particular voltage, and so is the solar cell!

Voltage is a measure of electricity. It measures how much "potential" energy there is between two points (in this case, the two wires coming out of the solar cell). There may be no electricity flowing, (i.e. no current), but if the two points are connected, electricity will flow through the wires. A solar cell is used to create electricity to power things, and in so doing, creates a voltage.
