Yes. The higher the volume, the more power the TV has to draw to amplify the sound. The same with a radio. Your tv or radio will only draw up to its maxium wattage. So if you have something with low wattage, it means its using less power, even with the volume up, than something with a high wattage.
any time you increase volume it uses more power the speaker moves more and sound gets louder
