Question: is solar power better for small scale use or large scale use?

Also, for small scale-where in ontario would it be possible?
for large scale-where are the ideal sites?

I am not sure the small or large scale, but I know there is a company in Ontario produce solar heat pump for heating and cooling. Which use solar panel hot-water to drive an absorption chiller for heating and cooling.
