Question:
the chatra Navaratri is starting from 19th morning and the eclips too...then whether 'shaptashati paath' which is also known as chandi paath can be done during eclips...if yes how it is benificial??
Answer:
The eclipse is only partial everywhere it is visible, which really means no one is likely to notice an eclipse is happening, as the Sun will not be noticeably dimmed. For India (the rest of your question suggests to me that is where you are located) the Sun will just be starting to be partially eclipsed at sunrise.
I cannot presume to answer the rest of your question.
Hi Here is information on your local conditions for the eclipse.
