Since insolation is a measure of solar radiation, it would have to be the planet farthest from the sun with the greater amount of atmosphere.
I'm guessing.
Insulation has the effect of mitigating heat or cold by dissipating those effects.

So one measure of the "least amount of insulation" would be to locate the planet that displayed the greatest temperature variation.

That would probably be Mercury where the sun facing side is impossibly hot and the side facing away is impossibly cold.
