There's nothing about the sun's rays that change during a solar eclipse-- it's actually okay to glance at it briefly. The problem is that some people don't know when to quit, and the novelty of the eclipse causes them to stare at it for so long it causes retinal damage. Also, some people's retinas are more susceptible to damage than most, but they don't find this out until they decide to stare at the sun, something they have not thought of to do until the eclipse. Finally, during a total eclipse, the pupil of the eye dilates during the darkness as the eyes adjust to the low light. When the eclipse ends, you suddenly have a bright light shining in an eye that's wide open, which magnifies the exposure of the light to the retina. For all these reasons, people are told to not look directly at the sun without protection.
Sun rays are harmful during a solar eclipse because people tend to try and look at the eclipse with their bare eyes. This can cause blindness. No matter how many times the news warns people not to do this during an eclipse, Darwin's law always kicks in and you can count on a few newly blinded people.
