I will accept offers of 66% of the appraised market value. How can I contact domain name investors who might be interested in obtaining these names for a bargain price?

Sell them to Sedo.com. It seems to me that they where quite generous with the valuation and most probably they would buy them of you to re-sell them at a higher value.
