Man power is extremely cheap here, at around 150 $/month salary per employee.

Do you need another factory in 100km near WV, Opel etc? Do you have due diligence analysis to attract some venture capitalist(s)? Are you talking about specific local market of some particular country or you plan to export? It's different, regarding specific demands and high quality standards?
Is not it more reasonable to just resell second hand cars from Germany, Austria and Czechoslovakia?
As for man power and more or less skilled work force, probably, China looks a little bit less risky. As you know, they have already manufactured a lot of spare parts for Western vehicles.
