This is the only choice that enhances the idea of not having enough roadways. The other choices run counter to the paragraph's point.

Heh, this sounds like one of those old, dumb SAT questions.

Anyway, you want to pick something that makes traffic volumes look higher or road conditions look worse. This means A, C, and D are out, leaving B, which makes sense. Motorways, which are a small portion of the capacity are overstretched to the limits with the high amount of traffic.
B because even though (A)doesn't mean there hasn't still been a dramatic increase over those same last 10 years, and even though (C) doesn't mean that that building has kept up with the rate of increase in cars and jams, and (D) is great but not all places have developed tolls so it isn't as much help as it could be.
B... all te other statements weaken the argument
A & C are counter to the arguement. D offers little relevance to the arugement. Therefore the answer must be B. B offers another dismal statistic to help support your arguement.
No I can't. The population is going to keep going up and there will be more cars trucks and bikes on the already overcrouded roads. The Hyway department is already over worked and under stafed.and new roads have got to pass unrealistic aproval and not displace any ENDANGERED SPICESE like the red ant or the frout flice. So the problem will only get worse.
Answer(B) is correct.The traffic jams are due to the increase in number of cars thereby reducing the capacity of the motorway.

UMMMMMM I DONT KNOW SORRY IM TO LAZY TO READ THE QUESTION AND PERSONALLY I HATE PERCENTAGES
It's B and here's why. The point you whoever is making here is that there is too much traffic. If 1% of roads carry 19% of traffic, that would tend to make me think they are crowded. All the other answers go the other way...they would mean less traffic.
