Answer:
Illegal drug interdiction.
Durgs contribute far too much to all sorts of crime, and misery, and strain social services and law enforcement to the breaking point.
Education. Need I say more? If all of the tax dollars that went into munitions and war-mongering were spent on education, the schools in this country would be the best on Earth.
Education should be our first priority. If our children are not first with us, what should be?
In my opinion, teachers should be the best-paid professionals. Who is it that trains all the doctors, lawyers, engineers, etc? Teachers - that's who.

I would prefer to see my tax dollars go to pay for public education, public maintenance (roadways, etc.), law enforcement, environmental protection, and health research. My mother negotiates federal grants for a living, and at least 2/3 of the money is WASTED on needless things and illegal immigrants. I would like to see CITIZENS benefit.

In my pocket.

I wish that every year when we filled out our tax returns we could also fill out a tax distribution page. Geive me a list of everywhere American tax dollars go, and let ME pick where MY bucks go. That way everyone would pick what is important to them, and the money goes where we need and want it to. We do live in a democratic society...I think it should be up to us.
Defense and infrastructure. Nothing else. No public education, no welfare, no medicare.
