How can one know a fraudulent investment site.?

there is a little prog from macafee called site advisor, its free, also i use trend micro security and that tells me when a website is a fraudilent one, also before investing in anything, you can do online searches of the company, get reviews ect any info that you can find will help, ie ask for reports.
I have looked at that site, and i have traced his name, to another site where his selling a franchise, now if you look at the very bottom of the page it will show you name address ect, mabe you can do a search on it and make further enquires, these people shouldnt be allowed to get away with it, even if it means naming and shaming them on this website.
