Tourism In Developing Nations: Who's Voice Really Counts?

NGOs aside, with the money that Western governments invest in Laos, Cambodia, and African countries for growth and development one would think this is what governments and NGOs want. It's a complete hyper-contradiction.
Whose voice really counts?: people leasing out their own land for tourism? OR tourists spending the Euros and Dollars (far more than locals would ever be charged)? or those trying to preserve history and so-called culture?
I think apologists, like UNESCO and other Non Governmental organizations who are trying to keep underdeveloped nations in a state of abject poverty in order to atone for the irrational, unfounded, guilt of Western industrialization, or whatever, were born with a silver spoon in their mouthes. Its almost imperialistic.
Preserving ones culture is a privilege and a luxury. First ya gotta get rich.
