Is having an MBA degree a barrier to being admited to a top MBA program?

I wouldn't have thought so, in fact, it may be an attraction, depending on the the mind of the person deciding. You would alreayd have some of the skills required, so its always worth a try anyway.
I don't believe they'll accept you. You already have the MBA.
Of course, you can always check with the individual school. But I strongly doubt it.
A better option would be for you to investigate a graduate certificate in marketing.
I don't think you will be accepted into any "top" MBA program, most U.S. universities have policy against giving out degree that an applicant had already earn. If you get your MBA from a small college in U.S. right after graduation, you can't return to Ivy league school later even if you have enough work experience and 700 GMAT. I would look into program that offer MSBA instead of MBA, in that case it will not be a duplicate degree, the only different is MSBA focus more on research. I know USC offer MSBA to MBA graduate and allow them to transfer credit.
