Am i eligible for a phd program in economics after an MBA in finance?

Question: have undergraduate degree in engineering and an MBA in finance from India...am looking to apply for a phd in economics.do i need a masters in economics to apply...which universities should i apply for a realistic chance...have first class throughout in enginnering and MBA.
