In order to attend an accredited university for an MBA, you need to have completed a bachelors from an accreditied university. In order to gain that accreditation, the university offering the bachelors must meet a strigent set of course requirements; part of those requirements are a mandetory course list. Under a normal full time load, the minimum time to complete the bachelors is 4 years. (It is possible to load up and complete the bachelors in less time, if you go to summer school and take more units per semester).
If under a normal progression your degree is complete in only 3 years, then by definition you have not meet the requirements of a bachelor's degree. Your degree is not equivalent to a BS or BA in the US. Therefore, you have to make up the missing credit hours. They may accept you into the MBA with condition that you make up the hours before the program starts, or they may not accept your application until you meet the minimum requirements for a bachelors; but either way, you have to talk with the admissions office to determine exactly where you are deficient and what steps you must take before entering the program.
