The easiest way is to just find a few people, and give them such good service that THEY do all the rest of the work for you. Put your card up (and then hang out in) a local coffee-shop/book store/ meeting place to find your first few clients. You might even knock on a few doors (the way Edward Jones financial advisors do). You will be astonished at how many people have sometimes literally thousands of dollars in a regular bank account, doing nothing but lose the battle against inflation.
People talk. You only have to carefully and honestly steer one or two of these people in a more fruitful direction and you will be on your way.
Another way (harder work) is to put on free classes at the local library teaching people about retirement funding options.

See if the local newspaper will do an article on you for their business section. Some newspapers will do that and its free advertising.
Or network with others who do business with people who have money to invest, like lawyers who do settlements and estate planning.
Once you get started word of mouth is the best advertising. First rule of sales is, one satisfied person will tell one other person. One dissatsfied person will tell ten other people.
