Are you looking for fee-only or commission based planners? You have a lot to choose from.
There is a money school in the Valencia area that has some great financial classes.

If your goals are as simple as household budgeting I would suggest you start by reading some general personal finance books such as Personal Finance for Dummies by Eric Tyson.
You do not need to hire a planner to do this, especially if you are having trouble paying bills.

I would strongly recommend some reading before going to see someone. The reason I say this is that there are some strategies that may lock you into a particular plan for long periods of time. If you find that these strategies aren't best suited to your goals, you may find that there are hefty penalties associated with making changes. I find clients in this situation quite regularly and always try to advise education as a way to temper it.

While these books aren't geared simply to creating a household budget, they do provide a comprehensive view of why personal financial education is critical. They also offer a lot of insight as to how many of our financial decisions are interdependent instead of isolated pieces of a larger pie, so to speak. I feel it is very important to truly understand the dynamics between cashflow, tax consequences, tax benefits, goals, and investing before jumping onboard with one idea or strategy.
Once you've had the opportunity to gain some knowledge, then speak with several people about their recommendations and strategies and choose one in alignment with your goals.
I would also recommend going to a seminar or two. I offer some in the SF Bay Area and would be happy to see if there are any being offered in your area that may prove useful.
