One way is to go to the county courthouse where they post foreclosures. I don't know about NYC, but in Dallas they're posted on the first Tuesday of the month.
It's better to find them preforeclosure, before they get posted. To do that, you have to hit the streets. Pick a neighborhood and canvass it thoroughly. Look for properties that appear to be in disrepair and/or neglected. Then knock on the door and ask the occupant.
I know one investor who is fairly successful with mass mailings. He sends out about 1,000 letters at a time, targeting a specific area, offering to help people with foreclosure trouble. He told me he'll get about ten responses out of a thousand mailings, and maybe one that is actually worth pursuing.
