Hey there you are on the right track with your thinking. There is no lists you can get online...but I'll tell you how to get around it. Go down to your local tax office and find them in the forclosure dockett available for public viewing. Here you will also find other forclosures to look into. There names will be on the dockett so all you need to do is to cal 411 and get ther number. Hint... I have always found it better to contact them in person but it's up to you. Hope this helps. That's exactly the reason that we stopped using foreclosure listing sites. Too much outdated, inaccurate public records informaton. And when we sent mailings to offer foreclosure help to them, more than half of the mailings would be returned as vacant houses. Very irritating.
You can try purchasing foreclosure leads from certain sites, which will give you the homeowners' telephone numbers, email addresses, etc. That way is a little more expensive, but the homeowners actually give out their contact information, and are actively looking for solutions to stop foreclosure.
Some sell leads for $15-$50 per lead, or you can buy lists of homeowners who have certain credit scores or are only a few months behind on their mortgages. Lists, of course, are a little less responsive than leads, but it just depends on what kind of marketing you're doing.
You can try looking up the phone numbers for homeowners on other public records information websites, but those usually have data that is just as outdated and inaccurate as the foreclosure lists. Most phone numbers for foreclosure victims will have been long shut off or just changed.

Generally not. The leads tend to be based on the public records and the phone number is not there.
Using the web and a reverse search directory you can sometimes find the info you need.
You can also use a skip trace service who will track down the information if it is out there.
Some people just mail. Others knock on doors. You have to see what works. Finding the person and getting the deal are two different things. Focus on volume as you never know when a lead will turn into a deal you really want to do.
