Exactly how does one go about finding out who owns a property that is either in foreclosure or pre-foreclosure

Well, a few different ways.
1. Pay for a subscription to one of those foreclosure sites
2. Get free access to one that gives partial addresses, then cross-reference them against the whitepages.com or daplus.us to possibly get a full address and phone number
3. I don't believe you have to be a Real Estate Agent to get them from the Title Companies, but they might charge you if you're not, Not 100% sure on that one. I know I get them for free as an agent.

Get the address then go down to your local town hall and check through the public real estate records. Some towns post the information on line. Just go to www.yourstate.gov. Next find your town on the site then find real estate records or tax records. Anyways it's all available at the town hall or registry of deeds in your area. Just ask the clerk for assistance. Most banks are not in the real estate business. When a house goes into foreclosure the bank will usually turn it over to a real estate agency to market it. They want to get the market value price. They do not want to loose money. If you want some good deals check out VA & HUD foreclosures. Don't pay for these listings. They are available at your local realtors office.
You need to check the public records or get a title company to supply the info. You will find the owner of record. You will not know where to find the person but you will know who owns the property.
How to find the person?
You can look at the tax bill to see where the bill is being sent. That should be a way to find the owner. Reverse directories, asking neighbors, knocking on the door if someone is still living in the property, 1st class mail that is forwarded and other techniques all come into play.
