Different bank and mortgage companies list their REOs on their website. Indymac, fannie mae, freddie mac all do it. HUD.gov is a good site for government foreclosures. The best way to find them is to call the county courthouse where you want to buy and ask where they post the listings. Some do it online, others in a local newspaper.

Why do you ask nongoverment?? You will not find more of a Libertarian than me but the houseing market is one area that the goverment does need to steep in.
The bank are not selling these homes since they know it will flood the market and drop prices even more so the list are hard to get or they are just holding.

Then and only then will you have an open honest and transparent property market.
