If this is being initiated by the tax people, you need to pay your tax bill. Call the county and have a talk.
Contact the bank about setting up a payment plan. It costs the banks more to process a foreclosure, they would rather receive the mortgage back. If you set up a payment plan based on what you can pay now they will most likely work with you and stop the foreclosure proceedings.
