How does one obtain information on homes that ARE NOT in foreclosure YET?

Question:
Meaning, I want to seek out homes/homeowners that may be in arrears with their property taxes and are at risk of losing their property because of the back taxes owed. Specifically, New Jersey homes?

Answer:
That may be protected information under the fair debt collection practices act.

Under that act it would constitute talking to a third party about financial difficulties (defamation), as thus the property owner can sue whoever gives out this information.
Check out the county tax office website. Homes can be located by address or a person's name.
