This is often tricky, but I have heard that simply approaching a loan officer at your local bank can do the trick. However, it does depend on who you approach. Priorgood relationship surely helps (as they may be divulging private information to you). It does not hurt to try.

Foreclosures are posted in the local newpaper before the actual foreclosure sale. How long before depends on the bank and the state you live in.
In addition to Jens suggestion, which is good, you can have an agent look for them in the MLS. Most of them try a short sale prior to foreclosure and are all listed appropriately.

I am a Realtor in Oregon and I can get a weekly list emailed to me from the local Escrow/Title Company. I believe this is public information and they should be willing to give it to you. If you know a Realtor, he/she should be able to get it for you also.
