all depends on how bad the bank wants to get ride of the loan, offer what you like, but if the bank thinks they can get a better deal at auction they will not take your offer
I'm curious...where did the $359,000 value come from?
Anyone can get an appraisal and pay someone to make it come out as high as they want to. If you want an unbiased opinion of how much the home is worth...pay an appraiser $100 to do a market analysis of the property (they will do this without doing an official report), and are better than the ones agents come up with.
There is technically no such thing as pre-foreclosure...either it's in the foreclosure process or it's not. That's a catch-phrase used by fly-by-night real estate companies to make people think they are getting a deal when they are not. It's a joke in the industry.
You need a Real Estate agent to help you make an offer on it. No way would I take ANYONE'S appraisal on a foreclosure but one I get myself.
