First of all you really need a new Realtor! If you have already signed a contract with her then she should be doing all of the leg work!
Depending on the type of Foreclosure (bank owned, tax repo, etc) she would be intitled to a commision, as long as you've already signed a contract. But, really look over your contract. Usually there is a performance clause. Meaning if you don't believe that she if performing all of the duties stated in the contract then it can be terminated. But, if you can't find one I would suggest that you contact her Broker-in Charge and express your disatisfaction and she should release you from the contract!
If she has a contract to list the property for sale she is entitled to the commission.
Review the performances required of the realtor. I'm sure that it does not say you do the work and I do the paper work. A licensee can not charge to complete paperwork.
If this is not the agent that has the property listed, find a new real estate agent. This one obviously does not want to work.
If this agent is the listing agent, it is best for you to find your own agent. The listing agent is working for the seller, not you.

Your contract with your realtor states what? Does it cover foreclosed listings or does it only apply to MLS listings? Have a lawyer look at it. But there is a danger to foreclosure, don't buy it unless you know how foreclosure sales and foreclosure deeds work.
