So buying tax sale and foreclosure is not an option anymore, not even to make just a living on it?
Question:
I honestly don’t know how or where you got that information from.
As long as there are people who default on mortgage payments and on taxes, I THINK there will always be the opportunity to buy these properties at these types of sales.
Perhaps it’s a local phenom in the county where you buy your properties, but I haven’t read or heard of any change in procedures in the Pennsylvania county where I live.
I wish you well!

If you're talking about flipping houses, it's not as easy as TV makes it look. And it's a financial risk. You can still purchase foreclosures and homes on short sale. Find a Realtor to help you through the process, so that you don't make a financial mistake.
