Most foreclosures are not done by the government but by private entities... therefore your answer is a partial no. If you look on certain websites such as USDA, VA, FHA, and HUD you will find listings occasionally.

FHA loans can be found on the HUD (HOusing Urban Development) site. Trouble is the FHA loan limits are below the price of most homes today, so slim pickins there.
Banks all have their own "bank-owned properties" department. For obvious reasons they don't like to advertise these "bad loans." They usually list them through realtors (I used to handle these kinds for Coldwell Banker when I worked for them).
When a property goes into foreclosure, a public notice has to be published in the county i which the home is located. Under Leagl Notices in most cities. If the homeowner doesn't arrange with the bank to cure the default, there is a sheriff's sale usually in the halls on on the steps of the local courthouse. You'll have to do some digging to find how much is owed, how much the first position loan is and what equity is left over.
