Pretty much all of them. Here are some that don't
Alaska, Arizona is limited, California can't if residential, North Dakota limited, Oregon not allowed if non judicially foreclosed, Texas is limited.
Most states allow some form of deficiency judgment in a foreclosure proceeding. There are some states that limit the recovery (ie. Alaska, Texas) but for the most part, a deficiency judgment can be pursued in practically every state.
