I'm not sure about all areas but I do know that in my county, they are publicized in the newspaper when they are going up for Sheriff's auction.
Go to the county courthouse. They're posted monthly. Here in Dallas foreclosures are posted the first Tuesday of every month.

Contact a local title company, most of them have lists sent to them daily, that they can turn around and send to their clients!
