Foreclosures on consumer (private individual) mortgages are in the "legal" sections of certain newspapers. I don't know if foreclosure information for commercial property is listed similarly.
I would find out which banks provide loans for commercial ventures and call the Collections Department of each one. Ask to be notified when they have REOs for sale.
You might also talk to a commercial realtor. REOs are often sold through realtors.
