It means that the law and prosecution's hands are tied. They can never ever try this same case again. It is dismissed as if it never happened. So sad for those that suffered at the hands of the perpetrator as they will never have justice.
When a case is dismissed without prejudice it means that the case is dismissed for now but the person who filed it has the right to file it again.
