Layering is the traditional way to build a compost pile, alternating greens (like grass clippings) and browns (raked leaves). Some argued for a third layer - dirt or manure - to inculcate your pile with the proper organisms to help break stuff down.
BUT, more recently it's been argued that mixing your compost regularly (at least once a week) and keeping it damp (but not soaking) is the best way to accelerate the breakdown of the raw materials into usable compost.
Pretty much you can dump anything organic into your pile except pet droppings. If you have a locking bin (not a padlock, but something that closes and can't be opened by animals) you can even dump your organic kitchen wastes into your compost pile. You should be careful about putting weeds in, especially if they are in seed, because when you use the resulting compost, weeds will grow from the seeds. (Most home-made compost piles do not get hot enough to kill weed seeds.)
