H&HC has had their site suspended due to non-payment so I would say no they are not -
If your looking for FREE help & No hidden costs involved like most debt help sites that advertise that their advise is free then they charge to help you telling you your money is going to the creditors but in reality a very small portion of that is actually going to pay off your debt.
