Do Debt Relief Companies really get bills reduced?

I've been researching this right now (for obvious reasons).
The gist of all the articles I've read from newspapers and the like seem to suggest that;
A: It's possibly illegal what they're doing as it is against the law to take a fee in exchange for helping someone to settle a debt.
B: That ALL of these companies are scams. I read about one HUGE company (I won't name names here) that they've actually issued a warrant for the president's arrest.
I haven't quite gotten to where I understand how the above two can be true and yet it can be such a huge business, but I'm working on it. Try going to CBS site or someone like that. Let me know what you find out as I'm trying to see if there's any point to trying them as well.

It may sound too good to be true to most people when they say they will reduce the balance by 75%
They do write it off, I think as a bad debt against you on your credit file, either the 75% reduction or the full outstanding amount.
No creditor is really going to write off a certain about of money like that especially when you signed a credit agreement confirming you are aware of the high interest rates.
