Houston and Austin are relatively cosmopolitan, and as a connoisseur of the culinary arts you may feel more comfortable in one of them. But there is a dearth of good bakeries in Dallas and a lot of well-to-do people. So you might be able to do better financially in Dallas. Fort Worth is another possibility--it is smaller than Dallas but is an oil & gas town with a lot of wealth.
I do not think that the city is the predictor. You need to have the experience under your belt, then look for four and five star resorts and/or restaurants that use pastry chefs. Also, try going on salary.com and you can run different cities by position to see what the average rates are.
