How could someone get a cash advance at an atm with my credit card number but not the card and no PIN number?

Every one is right no Card = no ATM

However if some one gains access to your information it is not hard to duplicate a card, nor is it very hard to pin the new card to whatever pin they want since all that info is encoded in the strip on the back of your card. However possible this is it would be rather costly and most criminals do not have easy access to the equipment required.

They shouldn't be-able to do that at all, But some ATM's let you slip a card in there and then Enter the card number cause it can't be read and then enter the last numbers on the card, but usually you can't do that anymore, so I don't think they can do that, but possible if they have the numbers and the pin info if you didn't report the card stolen right away they could get a temp pin for the card that day by calling the bank and getting one, just by saying that you can't remember the pin.
