Can debit card from the u.s be use to transact or withdraw cash or make cash advances in the Philippines?

If it's issued by Visa or MasterCard, then yes it can. But a "Cash Advance" on a debit card is simply a withdrawl of cash from the account it draws upon.
I'm not sure these are done much anymore (on debit cards anyway) with the proliferation of ATMS.

In most cases the answer should be yes. The most common cards are Visa, and they are used around the world. i have been to the phillipines twice, and my visa worked on all my needed transactions.

My friend's debit card did not work when she was in Europe. I think she banked at a smaller bank here in the US and her debit card was a Visa/MasterCard!
So if your bank is a national chain your probably OK. But if it is a regional bank, I would be sure to ask. That way you can prepare if need be and get Traveler's checks to go with you!
You should be able to. Tell tell the banker to run like you do for a Mastercard or Visa cash advance. Just remember some banks charge for fees both ways. This is in addition to the currency exchange fee. You will need your passport & ID for this.

You may need to call your bank to let them know you will be using the card in the Philippines. So, it will have a less chance of being blocked.
